Plans have been submitted to turn a former toy storage warehouse off Pendlebury Road in Swinton into more than 200 affordable homes.
NJL Consulting have proposed the demolition of existing buildings in order to build four five-storey apartment blocks providing 172 apartments and 46 two- and three-storey homes.
RMS other businesses have rented the site called ‘international house’ for many years. The toy companies manufactures arts & crafts ranges alongside squishies, slime, and sensory toys.
The planning application states that site is no longer suitable for modern employment requirements and that RMS is relocating within Salford.”
The planning application suggests that the development will be a mix of 35% one-bedroom units, 43% two-bedroom units, 20% three-bedroom units and 2% four-bedroom units. In addition there will be 72 car parking spots.
The application site comprises is adjacent to Swinton Town Centre.
The application states: “The development responds directly to one of the most pressing planning and social challenges facing Salford, the severe and worsening shortage of genuinely affordable homes.”
There are approximately 3,300 households on Salford’s Housing Register, requiring affordable accommodation, whilst over 800 households are currently living in temporary accommodation.
However, in 2025/26 only 668 affordable homes became available for letting, with each property attracting an average of 136 bids, illustrating the level of unmet demand and the limited opportunities for households to secure affordable housing.
The earliest date a decision can be made is 15th October 2026, while the target decision date stretches to 15th December 2026.
